There was the mandate of protection in the Secret Service, but on occasion they were asked to look the other way to protect state secrets. A foreign dignitary’s bags would arrive and the Secret Service team protecting this leader would place them in his hotel suite. A State Department or CIA official would arrive next, carrying an extra bag. Asking to inspect the bag, the Secret Service agent looked for weapons but saw only row upon row of hundred dollar bills. “What’s this?” the agent asked. The CIA man smiled and replied: “Spending money.”
