I worked with half a dozen young Cambodian guys who had managed to escape by stealing a boat, back around 1980 - 1984. They were hard working, careful and smart, I later found out several had been military officers before the Khmer Rouge takeover. They very much DID NOT like Vietnamese people, despite all being refugees together in the Midwest.
It's hard to blame them. The tension between countries goes way back, and from their point of view us Vietnamese did use their country as a proxy to expend US effort. Nevermind the average refugee dude would have no say on such matter or even opposed it, tribalism just works that way.
